When recording our ancestors, is one method the 'correct' way? Is it 'Indian Territory, Choctaw Nation' or 'Choctaw Nation, Indian Territory'?

I don't know if it's the right way or not by I go from littlest to biggest. Caddo, Blue Co., Choctaw Nation, Indian Territory.
