I know it was shut down completely for a while, but is now back open. I got a notice a few days ago that Judge Royce Lamberth has been replaced because, as the panel of judges for the Court of Appeals of the District of Columbia Circuit found, he had "lost his objectivity" when he sided with the Indians and found Interior Secretaries Gale Norton and Bruce Babbitt in contempt of court for their handling of the case. This has drug out for the last ten years and may take many more.
