Did you try to email the nation, give them the number on her card, they should be able to tell her the name of the enrollee she is enrolled under. The list there is from 1900, so without knowing her maiden name, it is impossible to search yourself. Later, he took his two children's birth certificates and got their cards. She had two cards, one is her CDIB, and the other is a Voter Registration. There are no names but hers on her cards. How and when is the family number determined? Does it include all descendants under the same number? The only info I have found online concerning numbers, is explaining how to apply for one.
