I would think he is listed as Inter-married white because that is likely what he told the commission. You should get a copy of the card. You could also get the packet. It might have his marriage licenses in it. He would have had to prove he was married to Phoebe. I suspect that the card will list Ann Cummings and Jack Cummings as non-citizen.
