Hi Allan, If you go to this website and click on Page 28 you will get a very good description of the area where Thomas BROUGH, miller, was living and working in the early 1820's. Thomas isn't mentioned and neither is the Windmill, but this page should help you to understand why the various family members gave different birthplaces in the Censuses.
