    3. well, I live in a semi secure area.......our yard floods but usually there's not enough water that can get up close to the easement of the house due how the landlord built it. But we don't get much flooding in our area due to the rain/snow being minimal & irrigation waters being barely enough to flood our yard maybe once a month if we're lucky. some county owned ditches or drains don't get cleaned out on a regular basis so they get plugged w/dirt, twigs, leaves, trash etc. Some homes that have ditches are cared for by the home owners while others are suppose to be cared for by the city/county. You probably can't bill or sue the county for being too lazy to keep "their" ditches or drains clean......but you do have the right to complain to them about it. Where as the roads in front of Dan's place is higher ground then his shop.....there might not be anything that can be done.......but! doesn't mean he can't contact the county about the problem.
