Pooooh I dont know who told you that but I believe that is incorrect, I have danced at many powwows all over the USA and If you want a fan you can have a fan. Sorry when I see this kind of stuff being said then I know someone is being horn swaggled if there is a tribe that only allows one fan I dont know of it.
