Why the past tense? I guess because all events use the past tense (since I can't mix present and past). Suppose I recorded several addresses for an individual - places they had lived at over the years. They all can't be present so they are all past - even the present address. I know no easy way to programmatically do this. Even simply looking to see if the "to" date exists may be false since they may have moved from the address but no one knows "when".
