Mike, As far as I am aware, colours as used in programs are frequently under the control of Windows, but sometimes a program will not allow Windows to dictate the colours, and controls them itself. Icons, however, are small bitmaps and are specified by the programmer. If you can't get at the icon the program uses because it is embedded, then you can't change it. If you can get at the icon, then perhaps a photo (bitmap) editing program can change the colours.
