I use CFT ver 3.14 with Windows Xp and Pentium III-800, my database has around 31.000 persons and it works fine, but I prefer export the gedcom files with the old Windows 98 in a Pentium II-133; working with many USB ports may do slowly the Xp.     3. Erik, What Anti-Virus (AV) program(s) do you use? How to you have them configured? The reason I ask is that my experience is that AV programs, if configured to constantly scan every file used by Windows, slows down the system very much. Makes systems operate exactly as you are describing. Some AV programs are worse than others.
