I just wonder if it might be worthwhile to also check at the county where he was naturalized. I got one of my husband's ancestor's naturalization records (1906) from the Cambria Co., PA courthouse and was truly amazed at all the details they had between his Declaration of Intent, his Petition for Naturalization and even a marriage record. Family had been trying unsuccessfully to get anything from NARA or the National Archives. It didn't cost me anything, either.
