I don't live in California, but did find these references. There is indeed some confusion about your grandfather's name: Arthur, Joseph, John, Henry; and his mother's maiden name. I would start by writing off for his social security application which should give his parents' names; and try to locate an obituary from February 1942. Also, his birth day appears to be Sept 7. Once you have his parent's names you might have more luck locating him in the 1920 and 1930 census - I didn't find any obvious matches looking just for him - his first name is too ambiguous and his surname rather common.
