Dougan, born 1871 in Hebron, Washington County, New York. He died circa 1889. Family legend states "Charles died in a horrible railroad accident. Troops were being either loaded or unloaded from the train when "Charlie" fell and had his arms and legs torn off his body. He lived for just four hours." I have a 1904 letter from Clara (Dougan) Jenkins to Jane Brant which states: "Charlie rests in a solder's grave on Mare Island near San Francisco."
