It might help if you gave more information to the list members, especially considering the common surname. Was this James Kelly born in Arkansas?? Was he born or did he die in 1866? You sent your message to the San Mateo county list (CA).. do you believe/know he lived in San Mateo county, or died there, or ??? Have you followed him in the census? etc, etc..
