Prior to this law, it was considered an embarrasment to the deceased patient & his/her family to have names on the graves. Instead, small markers (Stockton's were wood). The markers had case numbers, with the patient information available only upon request. Now the records containing information on these cemeteries are included in the archives of California... and deemed medical records, thus private. This bill allows for the restoration & naming of each grave. This will NOT be done at taxpayer expense.
