If in doubt.. ask the library! Tulare Township in San Joaquin County is in the southwest corner of the county. It starts at the north end with a straight line running from the western boundary of the county to the east from just below Stockton and above French Camp (though fully to the west of them). The left boundary is the county line, the right boundary is the San Joaquin River as it runs south down to Stanislaus County. On the west it shares some boundary with Contra Costa County to the north and more with Alameda County to the south. It includes Union Island and a small section of Roberts Island between Middle River and the San Joaquin River between French Camp and Lathrop (though fully to the west of both). It includes the towns Bethany, Banta, Tracy, Ellis, and San Joaquin City. This information comes from the township maps in Frank T. Gilbert's HISTORY OF SAN JOAQUIN COUNTY, CALIFORNIA: WITH ILLUSTRATIONS . . . . published by Thompson & West in 1879. I made copies of the maps that are in a Ready Reference folder called "Maps -- Township" that is kept at the reference desk at Chavez Central Library. Mt. Diablo is almost squarely in the middle of Contra Costa County to the west of Tulare Township.
