I found that my great grandpa resided at 803 Golden Gate Avenue in San Francisco in the 1900 Census, although he was recorded as being on the USS Quiros in Cavite, Phillipines. I have not been able to find him in the San Francisco Directory for the period from 1889-1904 nor have I been able to find him the Great Index (Voter Reigistration Rolls). Does anyone have any suggestions for other records where he may be listed. He was in the US Navy during this period. Did the Navy have voter registration rolls? His name was Otto William Bayerd.
