Hi everyone, I find this idea of a one year backlog pretty fascinating. In 1990-1994, IBM was working on what was called the Vital Records Improvement Project for the State. Part of this project was to created an OCR software system wherein all the old vital statistics certificates archived by the State could be scanned in and retrieved through any number of search criteria. Both the State and IBM spent millions on this project. Now they say there's a 12 month backlog? What's wrong with this picture?
