I just today received a copy of a 1905 birth certificate from the state's Department of Health Services, Office of Vital Records. It took just 6 weeks from the day I mailed my request. I do not think that is too long. And it only cost $14 whereas the county wanted $19 for a birth certificate. I've had good luck with the state's Dept. of Health, too, and think that the processing time wasn't all that long considering that they must have a large number of people requesting copies all the time. I think the ones I requested took about 6 weeks, too. Did your family come from France to San Francisco? I'm guessing by your name that they did.
