    3. Every state and county has its own rules, but I think it also depends on how long ago the person passed away, and the Freedom of Information Act. I have found that reading the official website for any given county or state is not always an accurate indicator of the rules, either. I believe it is best to call the Vital Records Office that is involved, which you usually need to do anyhow to confirm current fees, and sometimes you might reach someone who can actually check their indices.
