There are indexes for the San Francisco Call from 1893-1913. The San Francisco Public Library owns a copy of this microfilm set, which I think is called the San Francisco Newspapers Index. Forgot to mention, as far as I know the San Francisco Call Bulletin did not exist until the late 1920s, so I think that it's the San Francisco Newspaper Index that you're after.
