    3. Hi Robert, the letters U. S. S. denote a commissioned naval vessel it is United States Ship. Not all naval craft bear this identifier. It is used in a similar manner as H.M.S. Victory. I could not find any USS Navy. With out knowing the context of your information I would guess that reference is to the US Navy a department of the federal government.
