This area was better known as the Barbary Coast and is just north of the heart of the Financial District. When I was growing up in the City, I remember an arch across one of the blocks of Pacific Avenue (near Hotaling Alley, I think) that was inscribed with the words, "International Settlement" but I could be wrong about its location or if it's even still there.
