Have no specific "how the system works" knowledge but on occasion have seen similar occur where one individual's SS benefit is derived from SS eligibility of another and first person does not have SSN. Believe it more likely in early days of SS program, where husband signed up and got a number, but wife never did. In this case, there seems to be no apparent connection, such as common surname, between Clifford and the individual who comes up in SSDI. Also, if you use Dodgen as entry in SSDI along with other qualifiers such as DoB, DoD, etc., your Clifford does not show up. Consequently, I'd suspect this is just a plain old data entry error in CADI and your Clifford never was in the SS system. If you have any info on his occupation, it may provide additional insights.
