Chas is the normal abreviation for Charles. I think that Ethel remarried to Chas EMBRY. I do not know if they had Children together. but Margaret would have been the daughter and Joseph listed as children even if they did not claim Walter PHILLIPS as the Father. I had a talk with my surviving aunt about my great grandpa Walter PHILLIPS. She states that his sister married Carters from GA. So I again went to the 1938 baby book of my Deceased other aunt (PHILLIPS) and found again Mertal CARTER and Mr and Mrs. H.C. CARTER. The baby was born in Saint Louis MO. Now a card was received from H. C. CARTER, Mertal Carter was a first visitor. Walter Phillips was Married more than once. But the Baby book list Ethel PHILLIPS nee Van FREE as the natural Grandmother(Walters wife) and Joseph L. PHILLIPS and Norma/ Narma Anna KERSTING as the Parents. At least this leads me to believe that Mertal Carter was not in GA but in MO at the time. Does this sound familiar to any one?
