The address of Siloah is Glanmor Road, Seaside, Llanelli: so yes as far as Seaside is concerned. Occupations are the same, birth cert is more specific about the job undertaken in the Lead Smelter plant. My record for a birth cert is from Carmarthen RO: mailed cheque and letter day1 and got cert in post day3; Llanelli is usually day 4 or 5 as they post second class and take credit card details over the phone! On the birth certificate the occupation of Joseph is "Calcinerman at a Lead Works", would this be the same occupation as Lead Smelter, as given in the census?
