According to page 616 of the book "History of the Carlock Family", by Marion Pomeroy CARLOCK, 1929, Josiah Carlock SHINN was the son of Rebecca CARLOCK (d/o George, Frederick, David). The book says that Rebecca was born ca. 1800, in Mecklenburg Co., NC, married SHINN, and emigrated to Rowan-Mecklenburg-Cabarrus County, Arkansas. Furthermore, it says that Rebecca's son Josiah Carlock SHINN was the father of Josiah H. SHINN, who was reared in Arkansas, then later moved to Washington, DC.
