Although the book you asked about is out of print, it is available for consultation at some libraries in North America. I was able to use it awhile ago by inter-library loan through my local public library. Ideally, put together all the publication info you have and go talk to the librarian, usually in History or Government sections. I think the copy I used came from Univ. of FL. I had to pay a fee to the lending library, but it was minimal.
