Sorry I know nothing about the situation in Montserrat, but if anything I would have thought that the records might be in Antigua, their closest neighbour, where many Montserratians took refuge. Other than that, I believe that the former capital of Plymouth is now a ghost town, buried under many feet of volcanic ash, not unlike ancient Pompeii. Perhaps one day it will be excavated...
