Ken: I have had good success getting obits writing to the public library in the community where the death occurred. You need the place and date, even if it is not exact. [Approved March 17, 1866.] The People of the State of California, represented in Senate and Assembly, do enact as follows: Section 1. Giles BEWEL, of Placer County, is hereby authorized and empowered to remove, or cause to be removed, all of the remains of deceased persons interred in the "Old Grave Yard," in the town of Michigan Bluff, in said county, and to inter, or cause them to be interred, in the New Cemetery, near the Masonic Hall, in said town. Said BEWEL shall, within sixty days after the passage of this act, remove, or cause to be removed, all of said remains of deceased persons, and reinter, or cause them to be reinterred, in said New Cemetery, decently, and in good order; and he shall cause any and all tombstones, ornaments, and inscriptions, now on the graves of said remains, to be remove and re-erected in good order, on the new graves. Sec. 2. Whenever said BEWEL shall present to the Board of Supervisors of the county of Placer a certificate signed by a Justice of the Peace of Township Number Six, of said county, stating that he has well and faithfully performed all the duties required of him by section one of this act, they shall allow his claim against the county for the sum of two hundred and fifty dollars, for the removal of said remains, and the County Auditor shall draw a warrant on the Treasurer of said county in favor of said BEWEL, for the said sum of two hundred and fifty dollars, which shall be paid out of the General Fund of said county, in the same manner as other claims against the county. [Approved March 26, 1895.] The People of the State of California, represented in the Senate and Assembly, do enact as follows: Section 1. The Trustees of the city of Auburn, county of Placer, shall have the power and authority, in their discretion, by ordinance duly passed, to cause all bodies now buried in the old Auburn cemetery, now located near the center of the city, to be removed therefrom to some other more suitable locality. Sec. 2. The said Trustees shall, upon the removal of said bodies, declare, by ordinance duly passed, that the said cemetery is vacated and abandoned as such, and the land now occupied by said cemetery shall become public park. Sec. 3. This Act shall take effect immediately.

With this in mind, I checked the directorys in Bean's 1867 History of Nevada county and did not find any Monaghan's/Monihan's/ et al listed. At that time the Superintendent of the Empire was S. W. Next best guess would be a mill to crush ore. Textile mill not likely. Listing of laborers as partners was probably "literary license" on part of census taker. BUT... almost anywhere in Placer Co., plus the foothills along the Sierra mountains, has had major gold strikes thru that time as you probably know. My husbands Grandfather C F Humphrey, Lawyer in SF, took over a mine as a default on one of his business deals in the high country known as the Empire Mine. I have fascinating stories and photos of the mine from 1890 to about 1910. I am interested in 1880 to 1900, when Ella Monaghan shows up in 1900 census as a widow, of James Monihan, and I have been looking for the little Twp of Rock Creek and the cemeteries there to find graves....hopefully. I am in Stockton, CA about an hour south of Auburn, but have no idea as to the area's around Auburn and am to old and unable to travel much anymore, so rely on my computer a LOT now. In the 1900 census records "Rock Creek, Placer, California " is shown as location for Ella Monaghan b. 1841 Ireland, widow, with her children. Husband James Monaghan had died between 1890 to 1900..
