Canal Boats had to be registerd with the company that owned the canals along which they wanted to travel and each boat would need to be gauged by the canal owner or his agent. There is no central location for any of these registers. I suppose legally they all belong to British Waterways but you will find them in County record Offices, small town libraries and Local History Centres and also in private hands. for the Black Country you could try Sandwell Libary & Local Studies Centre, Wolverhampton Archives ( the one in Snow Hill), and I know there are some at Walsall as I have seen such.
