Canal Boats Acts, 1877 and 1884 - my guess is these are probably what you are after - these Acts regulated living conditions of board canal boats, a register was kept by the local authority and the details of each boat had to be entered. The info recorded included size and type of boat, owner's and master's names, fate of the boat, and regulated how many people were permitted to work/live on board the vessel. Another place to try is the National Waterways museum at Gloucester Docks. the curator is contactable on info@nwm.demon.co.uk He has put a lot of the records on a database and searching is relatively easy. There is a small charge for copying.
