I have an idea that when a contour canal was built it would follow the contours wherever possible, rather than having cuttings, tunnels, locks etc. Early surveyors/engineers such as Brindley would have built his canals in this way. However, I eagerly await someone else answering your question, in case I am wrong. Having been a member of the Inland Waterways Association for over 40 years, I ought to be able to answer questions like this!!!
