It puzzles me that the US is getting ready to release the 1940 Federal census in the next couple of years and here we are in the " true north strong and free" and we can't have public access to the 1921 census. Something is wrong with this picture. The heads of households and spouses of those that were enumerated in 1921 would more than likely be in a cemetery somewhere, so I can't seem to see an issue with the identity of those people being stolen.
