The Statistics Act, under which Census records have been collected since the early 1900s, provides for their protection and permits their release only to the person named in the record. These confidentiality provisions are timeless and remain in effect even after the person is deceased. The Census Pension Searches Unit was set up to provide information, to the person named in the record, from historical census records and the National Registration File of 1940 in support of applications for pensions, citizenship, passports and similar situations, where other preferred administrative records are required but no longer exist or were never issued. In light of the numerous requests like your own, the Honourable John Manley, Minister of Industry and Minister responsible for Statistics Canada, has announced the creation of the Expert Panel on Access to Historical Census Records. I have enclosed some information on this Panel which I believe may be of interest to you.
