Greetings All In addition to Jacqui's posting to the list, I had an email this morning telling me that Brian Tobin, Newfoundland Premier, could replace John Manley as Industry Minister as early as Tuesday. My response was to ask how someone who had not been elected could possibly be made part of the Cabinet. As the saying goes, we learn something new every day. According to the National Post Online "There is no constitutional obstacle to making someone a Cabinet minister even though they are not a member of Parliament". If there is not, then there certainly should be. This is the first time in my 59 years that I have been aware of any such action as this. While it is unlikely to have any impact whatsoever I intend to send an email to Prime Minister Chretien strongly protesting the placement of any individual who has not been elected in any position normally held by someone who has been elected. I was under the impression we lived in a democracy where leaders of the country were elected by the people. Obviously I was wrong. I might have suggested this was a further ploy to delay releasing the Report of the Expert Panel but do not think that even our most devious politicians could dream that up. I will be up early Monday morning to try to contact John Manley by telephone in regards to having him release the Report of the Expert Panel. He is not responding to our email questioning when he will release the Report -- if I can contact him by telephone (a remote possibility) perhaps I can get an answer in person. Gordon
