Regulation 6.(d) attached to the current Privacy Act allows for the release by the National Archives of personal information from Census, 92 years following collection. Statistics Canada however refuses to transfer those records to the control of the National Archives As a result of extensive lobbying by thousands of Canadian citizens that seek access to Post 1901 Census records, Industry Minister John Manley, on 12 November 1999, appointed an Expert Panel to study and make recommendations regarding Access to Historic Census. The Report of the Expert Panel was presented to Mr. Manley's office 30 June 2000, one month later than scheduled. Mr. Manley, despite numerous requests to do so, has to date refused to release the Report of the Expert Panel to the public. He has given neither reason for his refusal to release this Report to the Public, nor any indication of when he intends to do so. There is every indication that a Federal Election will be called by 22 October 2000. It is imperative that the Report of the Expert Panel on Access to Historic Census be made available to the Public before an election is called. Will you ask Mr. Manley, during Question Period in the House of Commons, why he has so far refused to release the Report of the Expert Panel on Access to Historic Census, and when he intends to do so?
