    3. Hi Jacqui. Murray Calder's Bill C-484 is word for word identical with Senator Lorna Milne's Bill S-15 which has completed second reading and is currently in committee. No meetings of the committee have yet taken place and it is unknown when this will happen. It is definitely a Bill we can support and it is my hope that John Manley would take it as a government Bill and pushes it through. Realistically speaking however this is unlikely to happen. Once the Report of the Expert Panel have been released that is something that we can start pressuring Mr. Manley on. Our pressure at the moment should be for Manley to release the Report of the Expert Panel, and for those MPs who have not yet answered the question of how they would vote on a Bill to allow access to historic census. The way things work in the House is that Private Member's Bills go on a list (Order of Precedence) and starting from the bottom, rotates through to the top of the list when it is allowed a certain period of debate. After that period it is dropped once again to the bottom of the order and goes through the rotation once again. This continues until the Bill is either defeated following/prior to second reading. If the Bill survives second reading it is referred to a committee. Coming out of committee it goes to third reading with whatever recommendations come out of committee, including possible amendments. If the Bill survives third reading it is referred to the Senate, and goes through the whole thing all over again. All of this however is subject to the "luck of the draw" as Private members Bills basically go through a lottery process to see if they will be allowed to be debated and voted on. It is after this that the Bill appears on the Order of Precedence. I believe that if an MP is able to obtain the signatures of 100 other MPs, a Bill can be taken to the top of the Order of Precedence, basically giving it preferential treatment. I am unsure if this happens that full debate takes place at one time or ????? A lot of information regarding processes etc. appears on the Government of Canada web pages. By the way. Now I read the bill, and to me it looks pretty darn good. Chances are it will not survive since an election is going to be called sometime soon, but is it a bill we should be supporting? With M-160 being gutted, I think we should all thank Mr. Kenney, for getting the bill as far as he did, and perhaps two hundred odd emails to Mr. Harb expressing our joy at being screwed once again by a politician. Anyway I think we need a course of action, 1) Get the Expert Panel Report released. Perhaps we could think about each and everyone of us on this list and in our local societies sending a email every Monday morning, and a letter since postage is free, to Mr. Manly simply asking when the report is going to be released. 2) Pressure to get Bill C-484 through the House???
