Hi Patricia. Unfortunately, unlike in the United States where I understand people from other countries are able to file a Freedom of Information request, Canada's Access to Information act requires anyone submitting a request to be a resident of Canada. They do not have to be a citizen, but they must have a Canadian mailing address. I do not know that a P.O. Box number would be sufficient -- I think it has to be an identifiable street address. In a review of the Access to Information Act when I participated in roundtable discussion, the final report recommended that ATI requests be permitted by those not living in Canada, but I am not aware of any action having been taken on this.
