Dear Eileen It was the law to release the 1906 census on 1998 but it was with held until earlier this year. The intention of Bill S-13 is to change the law. The trade-off was to restrict access to the 1911 and 1916 census for a further 20 years in exchange for a clear law allowing access to the 1921 to 2001 census. Unfortunately, "they" insisted on adding this opt in clause for any access to future census returns. I am told that "they" include powerful cabinet ministers who sincerely believe that they are protecting the privacy of Canadians. Whether "they" will allow the release of the 1911 census next week in light of the fact that Bill S-13 will not be passed into law in time to legally prevent its release remains to be seen. I'm planning on spending $5 on a formal Request for Information on the assumption that our elected leaders plan to order the National Archivist to hold back the 1911 census.
