Hi Joe. In responding to the complaints re: non-disclosure of the 1906 Census, Information Commissioner John Reid stated his reasons for recommending disclosure to Dr. Fellegi. He also included copies of letters to the Chief Statistician in which he recommended disclosure. I would expect that the same would apply regarding our complaints about non-disclosure of the 1911 records. I would expect also that mention of the issue and his recommendations and reasons for them would be included in his annual report to Parliament. The 1911 Census was conducted under exactly the same legislation, and similar Instructions to Enumerators as was the 1906 Census. Once more it appears that letters of response regarding our complaints re: refusal of Statistics Canada to release 1911 Census records have been delayed. Mr. O'Donnell made reference to having received further information relating to our complaints but of course was unable to elaborate on what that information was, or where it came from. He stated that we can likely now expect our letters of response to be forthcoming about the last week of September or first week of October. The last time I spoke with him he had expected them to be available near the end of August. Further delays are frustrating to say the least, however there appears little we can do about it except remain patient a little longer. We remain confident that the response, when forthcoming, *should* be similar to the response given regarding complaints about the 1906 Census. In that instance the Information Commissioner found no reason for the records to be withheld and was prepared to proceed to Court on our behalf. The 1906 Census was released and made available on the Internet 24 January 2003 -- the same day that the Information Commissioner filed his action with the Court. We sincerely hope that this will be the last delay in getting the response letters of the Information Commissioner. Mr. O'Donnell assured me once again that should the timing of things change he would let me know. He indicated that he would call me when the letters of response were being released to the mail.
