By Kathleen Harris Ottawa Bureau OTTAWA--Canada's privacy watchdog could be found in contempt of Parliament and booted from his post over allegations he tampered with committee evidence and racked up a whopping $100,000 travel tab. Accepting blame for the miscommunication with senior staff that resulted in the document "screw-up", an apologetic Privacy Commissioner George Radwanski insisted he didn't intend to mislead or deceive Parliament. The letter in question, submitted to a Commons committee in an altered form with a missing paragraph, was hastily put together by a staff member while he was out of town, he said. "This was a completely innocent administrative error that occurred," he told the committee yesterday (June 9). "I don't know how I could have acted more honourably." As for the bloated travel expenses--which included a nine-day stopover in Hawaii en route to a speaking engagement in New Zealand -- Radwanski explained that the spike in foreign travel is crucial for exerting Canada's influence on the global stage in the wake of Sept. 11. The commissioner also revealed taxpayers have paid $1,200 a month for the last three years to pay for his second residence. A one-year transition agreement, which also includes expenses for a weekly trip to Toronto, was extended twice under a special agreement with the Privy Council Office. But some committee members weren't buying Radwanski's explanation for the doctored document, and suggested he be held in contempt of Parliament for the foul-up. NDP MP Pat Martin said Radwanski must be disciplined for his actions and reined in on his free-spending ways. "It's clear that someone went to extraordinary efforts to mislead the committee," he said. "Mr. Radwanski calls it an administrative error, but the buck stops with him. He's the boss. "I think the committee has no choice but to report back to the House of Commons that there should be sanctions, there should be discipline." Radwanski, who has lobbed strong criticism at the federal government, expressed hope the committee will be "fair-minded" and accept it was an innocent mixup.
