I can fully understand your frustration regarding the release of the Opinion Survey results. However, please allow me to explain the release practices with respect to public opinion research undertaken by the federal government that I must follow. As I described in an earlier e-mail, all public opinion research in the federal government is conducted under the auspices of the Client Advisory and Public Opinion Research Directorate, now the Canada Information Office, of Public Works and Government Services Canada (PWGSC). This was the case for the research undertaken for the Expert Panel. Release of the final report is governed by Treasury Board guidelines which require the results of public opinion research to be made available through the Canada Information Office. The final report must be deposited with the Library of Parliament and the National Library of Canada, in both official languages, so that all Canadians can have equal access to it. To make an advance copy available only in one language as you have requested would not only be unfair, but would go against official government policy. I regret, therefore, that I am unable to send you a copy of the report at this time. On the other points raised in your e-mail, please be assured that all of the Expert Panel members received a copy of your report, including the enclosed CD-ROM. For my part, I did read your submission. Regarding the CD-ROM that you have recently sent, I have not as yet received it. Once I do receive it, I will make it available to the Chief Statistician in the event that he would like to read it. I would like to thank you for your continued interest in this matter.
