Hi Wayne. I wonder if the legal advisor in question might be related to Industry Minister Brian Tobin. Mr Tobin, in spite of the report of the Expert Panel on Access to Historic Census Records which recommends allowing public access to those records, is suggesting that further study will be taken along with a review of the Access to Information and Privacy Acts.
