Greetings All In addition to Jacqui's posting to the list, I had an email this morning telling me that Brian Tobin, Newfoundland Premier, could replace John Manley as Industry Minister as early as Tuesday. My response was to ask how someone who had not been elected could possibly be made part of the Cabinet. As the saying goes, we learn something new every day. According to the National Post Online "There is no constitutional obstacle to making someone a Cabinet minister even though they are not a member of Parliament". If there is not, then there certainly should be. This is the first time in my 59 years that I have been aware of any such action as this. While it is unlikely to have any impact whatsoever I intend to send an email to Prime Minister Chretien strongly protesting the placement of any individual who has not been elected in any position normally held by someone who has been elected. I was under the impression we lived in a democracy where leaders of the country were elected by the people. Obviously I was wrong. I might have suggested this was a further ploy to delay releasing the Report of the Expert Panel but do not think that even our most devious politicians could dream that up. I will be up early Monday morning to try to contact John Manley by telephone in regards to having him release the Report of the Expert Panel. He is not responding to our email questioning when he will release the Report -- if I can contact him by telephone (a remote possibility) perhaps I can get an answer in person. Gordon

The National Post Online ( www.nationalpost.com )is reporting that Brian Tobin of Newfoundland will be appointed Industry Minister and Manley will move to Foreign Affairs as Axworthy is retiring. It is also expected that the election will be called for Nov 27th. If the National Post is right we may have a new Industry Minister on Tuesday. We will have to wait and see, and hope that the release of the census is already in the works. Stay Tuned Jacquie Nex Sooke, BC jacnex@home.com

While I would very much like to believe that what you wrote is true, I have seen no evidence of such, and have my doubts. As of five minutes ago there was nothing regarding this on the Statistics Canada website. I am in frequent contact with people in Statistics Canada. I feel sure that if what you say is fact, one of them would have contacted me. The House of Commons has been in recess this week so nothing has been either proposed, or passed, regarding census recently. The only Motion that has seen discussion or a vote prior to this week was that of Jason Kenney's Motion M-160. Motion M-160 was amended by a motion of Liberal MP Mac Harb so as to make the original motion virtually ineffective -- charging the Government to only "consider taking", rather than "take", necessary action to release 1911 Census records after their transfer to the National Archives. (Our greatest problem in this regard is the refusal of Statistics Canada to allow transfer of Census records to the National Archives). Even had the main motion been passed without amendment it would not have meant that the 1911 census would have been released. A Motion (as opposed to a Bill) passed does not compel the Government to act. What it generally does is give a feeling of the House in regards a particular subject so as to encourage the Government to bring down a Bill to deal with the subject of the Motion. I might remind you that the 1911 Census is only a part of what we have been seeking to have released. We seek continuing release of all past and future census, 92 years (maximum) following collection, starting with the 1906 Census of the Western Provinces. John Manley, despite many requests to do so, has so far refused to release the Report of the Expert Panel on Access to Historic Census Records, and has given no reason for not doing so. Leaked indications are that the Expert Panel recommends allowing access to census but we have yet to see that for ourselves. I am not a subscriber to the Acadian list so would appreciate your forwarding this message to that list and any others that you might have sent your message to. The Canada Census Committee would not like to see people thinking the battle is over and so cease their efforts to obtain access to Post 1901 Census. Happy Hunting. Gordon A. Regulation 6.(d) attached to the current Privacy Act allows for the release by the National Archives of personal information from Census, 92 years following collection. Statistics Canada however refuses to transfer those records to the control of the National Archives As a result of extensive lobbying by thousands of Canadian citizens that seek access to Post 1901 Census records, Industry Minister John Manley, on 12 November 1999, appointed an Expert Panel to study and make recommendations regarding Access to Historic Census. The Report of the Expert Panel was presented to Mr. Manley's office 30 June 2000, one month later than scheduled. Mr. Manley, despite numerous requests to do so, has to date refused to release the Report of the Expert Panel to the public. He has given neither reason for his refusal to release this Report to the Public, nor any indication of when he intends to do so. There is every indication that a Federal Election will be called by 22 October 2000.     3. Good Morning Everyone, You people probably know that the chiefs in Canada do not want to release any more census records to the public. Myself, I need this to track if my grandparents were still there in 1901 as my father was born there in 1895. Can't find Ross grandparents listed any place although they lived and children were born in Halifax. (No records). Grandfather Ross said he built our home in Roslindale, MA 1880's but the Deed shows he bought it from a Minnie Gruff in 1923. So when did he land in Boston? Did he lie? Did he build it and move back to Halifax and later come to Boston? I am hoping when the 1911 census comes out I might gain information on this extended family. They do not show up in the 1881, 1891 census in Nova Scotia. They must have hid. [1901 is available] So, if you haven't peeked at the attached form to send in, maybe you would like to and get your spouses, friends, etc. to sign it. The more names the better to help prove the needs of the people. Thanks. The worst part about it is that they might be setting a precedence for the U.S. as we've heard rumors that the U.S. is looking into the peoples need to look into private information???? Canada is a relatively new country and especially so here in Saskatoon, Saskatchewan. For the first 75 years or so we concentrated more on our wings than on our roots in a struggle for survival in a land that can be very harsh. Now we need, as a society to search for our roots. For many of us, knowledge of our families has been hidden from us, not because our parents and our grandparents wanted to hide anything, but because they were dealing with more immediate problems such as food and shelter. Now, we, their children, grandchildren and greatgrandchildren want to know about where we came from. For many of us, whose families came after 1901, the only way we can do that is by finding our families on the census and hoping that it will give us the elusive clue we need to find our roots. Please do not take away this possibility. I spend a great deal of time on the census. Norway has 1801, 1865, 1875 and 1900 freely available on the internet in a searchable form. >From that I have been able to find the roots of all of my father's family. Mom's family is another matter. My grandmother's family I have found. Grandpa is so far staying hidden in London, a large city even in 1900 when they married. I dearly hope that the 1911 census will give me a better clue where he was born so that I can search church records. I do not believe that any privacy commissioner or any focus group of the ignorant (I have been a member of focus groups and they ARE a meeting of the ignorant) have a right to keep me from knowledge of my history. I can go to the USA and get the census up to 1920 and 1930 will be out shortly. In Canada we have a 92 rule. This is surely enough to protect people. By this time most of the people who were alive then are gone and the rest would not care if you found them as children. People who were running for their lives will be gone from the area for generations and so would not be in any danger. I also resent the suggestions of Bruce Phillips that there are things in the census that would not bear the light of day. I know that statistics Canada is now very intrusive about our work, our sex lives and even how many condoms we purchase. This is NOT, however, part of the census questions, which merely ask about ages, relationships, home ownership and other innocuous things. Mr. Phillips is merely trying to inflame a situation for his own personal reasons and I believe that he needs to be over ruled. I plan to make the release of the census the pivotal question in my own voting decision whenever the Prime Minister drops the writ. I plan to ask my extended family and all of my friends to do so as well. The government interferes enough in my life without trying to "protect" me from my grandchildren and great grandchildren. I would ask that it butt out in "protecting" my grandparents, as well. Thank you for your time. I was doing the grandparent bit today and did not get home until almost 9:00 PM. It never ceases to amaze me the number of people who manage to subscribe to a list and still do not know how to unsubscribe - even though they get the instructions when they sub. I have had many of the memos I posted, some of which were letters sent by another, returned with a request to unsubscribe By now, Gordon Watts will likely have thrown his computer -- I forwarded ALL the unnecessary messages -- there were also others yesterday.
