I am also one who lost your home page URL. After the Nov. 27th election, with work presently falling into place, we look forward to having a census release bill presented -- new petitions have been "designed" and now all we wait for is the list of who was elected in the many various ridings.     3. Greetings All With Canada's Federal election on 27 November 2000 a new Government comes into being. With the dissolution of the previous Government, all outstanding Bills and Motions in the House of Commons and the Senate, including those relating to Historic Census, ceased to exist. The same applies to petitions sent to the previous Government. Petitions from the Canada Census Committee containing signatures in excess of 6000 were presented to the House of Commons and something close to 3000 were sent to the Senate. These petitions, and those from other sources, served their purpose and helped us to reach the point where we were close to having a Government Bill brought down. Unfortunately, the election was called before this happened. Now, more than ever, your support in letters and petitions is required to inform the new Government that we are still here, and still seek public access to Historic Census records. We have a clean slate with the new Government. Those who signed petitions sent to the old Government are free once more to sign petitions to be sent to the new Government. Petitions downloadable from the Post 1901 Census Project website at http://www.globalgenealogy.com/census have been upgraded to Adobe Acrobat PDF files. This should eliminate printing problems experienced with the Word and WordPerfect files previously located there. There are petitions to both the House of Commons and the Senate of Canada, in both French and English, for residents of Canada to sign. There is also a Non-Resident petition of support for those living outside of Canada, but having roots in Canada, to sign. The petition page has been totally revamped. I urge all to download and circulate both petitions, i.e. for the House of Commons and for the Senate. Even though they are worded similarly, because they are directed to different places, both petitions may be signed by the same people. If various Genealogical and Family History Societies prefer to use petitions of their own wording rather than use ours, I urge them to start circulating them now. There are no deadlines for petitions of the Canada Census Committee. They will be sent in periodically when sufficient signatures have been collected to make it worthwhile.     3. Hi Everyone, Something told me to check the Stats Can site to see if anything new had been added, and they have a new section called Report on Public Attitudes. Now when I click on it nothing comes up, but I assume within a day or two the Environics report should be there for us to see. So we are getting somewhere slowly but surely. Remeber that everyone, we are achieving things, even if they are only reports, they are taking notice, they are trying to do things to shut us up, but if we keep at it sooner or later we will get the census released.     3. To all:- Although we are waiting for the Nov. 27th election to be over, exciting things have been happening amidst the Canada Census Committee members. Gordon Watts has been filling in time designing new petitions in PDF format, which will eliminate the necessity of adjusting printers -- just click and print! Some of us will have these saved to disk, so attachments may be sent, if requested. Several new members, but familiar names, have been added to the Canada Census Committee, and we hope all are in agreement. I had hoped to find someone to be a contact for Manitoba and also for Prince Edward Island. Where a person has been deceased for more than 20 years, the information is no longer considered to be personal and can be accessed by others. You need proof that the person has been deceased for 20 years (an obituary notice is acceptable), and you more or less need to know where they were living in Canada in the1940's but some of the information could be of benefit to genealogists by providing clues to immigration dates, date and place of birth, etc. " She states that it's a bit of a lottery as to how much new information you'll find but may be worth it to some. She was able to pinpoint when a grandfather immigrated to Canada and that he had served in the military, his unit and rank.     3. To all:- With about two weeks to go before we mark federal election ballots, now is the time to see YOUR Member of Parliament's thoughts about Post-1901 Canadian census release. As you all know by now, the elections caused the demise of Bill S-15 and C-484, but, with out help, and with possibly new numbers, we will continue to gain access to our heritage -- the census records.     3. Hello Betty, it is great to hear from you! Re Canadian census, and quoting Senator Lorna Milne, we go back to "square one" and "start all over again". The petitions previously presented and recorded in Hansard cannot be re-used, so now we must get signatures!!! Not all is lost -- the Members of Parliament know people wish the census to be released -- letters, motions by others, Senator Milne's Bill S-15 -- they would have to be deaf or uncaring not to realize that "We, the people" elected them to the House of Commons and this is our wish. Gordon Watts has been revising the petitions in PDF format, which will be a great help. We also have our web sites -- but we have to wait until after the election to see which names have to be changed. As for the 1911 census, I first knew about it when Allan Dunlop was the Associate Provincial Archivist at PANS -- way back in 1985. It was not until Lorna Milne asked me to get petitions going in March 1999 that many of us formed as a group -- the MPs know we exist!!! Senator Lorna Milne plans to get back to work immediately -- she may use the same wording, I do not know -- but she needs STACKS of signatures to prove there is desire and need of census release. Gordon has had the scoreboard updated with latest updates and my suggestion is: IF YOUR MP is seeking re-election, ask him/her point-blank if he/she will SUPPORT all census release motions and bills. As the reply may be VERBAL, instead of in letter form, send us the outline of the conversation -- Gordon will adapt it to the scoreboard if the person is re-elected. To date, Canadian Alliance, Progressive Conservative and NDP parties have sent memos to me that the parties will support census release.     3. To all listers:- Is there a resident of Prince Edward Island who would like to represent that province on the Canada Census Committee? Duties are not very strenuous -- but if MPs have to be contacted, we have found they respond better to one from their province. Periodically a memo may have to be sent -- but several of us do much of the work -- we take the time -- but willing to share. Due to an election slated for Nov. 27th, all previous work for release of the Canadian census records has to be started all over again. At present we can only collect signatures for the Senate, with Senator Lorna Milne ready to start again. When the election was called, her Bill, S-15 had finished Second Reading and in Committee. As it is not a government bill, it has to be presented again. Please let me know -- and should the applicant have a web site, we have suitable linkings.     3. Dear Pat:- Yes, I am sorry to say all our work on the census issue went into File 13 or the equivalent when the election was called. I spoke to Senator Lorna Milne last evening about this as I wondered if anything could be salvaged -- Lorna had had Second Reading of her Bill S-15 and it was in Committee. Lorna explained it was a Private Member's Bill, not a Government Bill. [I also queried her about the EI Bill needed for seasonal workers]. Senator Milne and several other positive Senators will be working very hard to quickly bring a census release campaign bill to previous standing. I always mention Senator Milne as she lives a few blocks from me and has been a personal friend long before she became a Senator. The Canada Census Committee members have been busy -- we can only think "SENATE" at present -- until after the election. 1. Gordon Watts has put petitions in the ".pdf" format -- click and print, no more downloading - available shortly. 2. Committee members have been added for Saskatchewan and Newfoundland. [I am still hoping for a new member from Prince Edward Island and for Manitoba -- then we will announce all]. 3. Senator Lorna Milne would be thrilled if her Christmas tree was loaded with Petitions from both Canadians and Non-Canadians -- WHITE paper, I will add the ribbons and deliver them to Ross, her husband, as a surprise from all of us.     3. Hi Pat and All. I would like to modify slightly what Muriel has said and assure you that "all the support provided prior to the election call" has NOT been "all for naught". It is specifically because of all that support that we have managed to get as far as we have with our efforts to obtain public access to post-1901 Census records. It is because of all the letters written to MPs and the appropriate Government Ministers, and all the signatures on all the petitions, that the powers that be have begun to sit up and take notice of our concerns. It is because of all of those letters, email, and signatures that John Manley asked for possible solutions from Statistics Canada, and appointed the Expert Panel to make recommendations regarding access to Historic Census records. Because of this also, Senator Milne was able to work behind the scenes with Dr. Ivan Fellegi, head of Statistics Canada, then Privacy Commissioner Bruce Phillips, Industry Minister John Manley, and others to reach the "compromise" solution that Senator Milne referred to in her letter which was recently posted to the list. It is because of that support that this "compromise" solution was able to be placed before the Cabinet. It is unfortunate that the election call came when it did as without that I feel we would currently be studying a Bill brought down by the government. It is my personal opinion that had it not been for the pressure of Bruce Phillips and Dr. Fellegi, then Industry Minister John Manley would not have appointed the Expert Panel but would have brought down a government Bill allowing a retroactive amendment to allow public access to Census on the same basis that previous ones have been available, i.e. 92 years following collection. I feel the major reason for the Expert Panel being appointed was to show others that public access to Historic Census was supported. (CYA syndrome) Having assured you that our previous efforts have not been all for naught I must reaffirm that all outstanding Bills, for access to Census or other concerns have ceased to exist with the dissolution of the previous administration. It is my opinion that the same applies to those petitions that have been presented and recorded in Hansard as well. It does not mean that the petitions did not serve their purpose, because they did. What it does mean, however, is that with a new administration coming in (even if the Liberals are returned) we have a new ball game. It means that those having signed petitions presented to the previous administration are now free to sign new petitions to be presented to the next administration. This applies to petitions for BOTH the House of Commons and the Senate. In my next Global Gazette column, due out this weekend, I am calling for renewed signatures for BOTH petitions. The two petitions, although similarly worded, are being directed to different places. This means that the same people can sign BOTH petitions. As Muriel indicated I am putting the petitions into PDF format and they should be placed on the Post 1901 Census Project website shortly. The PDF format should eliminate the printing problems because of different printers using the Word and WordPerfect format petitions. While we have not yet seen visible results of our campaign in the form of a Government Bill, I feel certain that it will not take long after the new Government is formed before such a Bill is in evidence. It is my opinion that much of the behind the scenes work that took place over the summer period may likely be salvaged. To ensure this happens we must renew our efforts in signing petitions and contacting those seeking election or re-election. I thank you all for your past, and continuing support. Gordon A. It is the song that gives us that lump in our throats and usually tears in our eyes. But, do you know the story behind the song? If not, I think you will be pleased to learn about its humble beginnings. Reportedly, it all began in 1812 during the Civil War, when Union Army Captain Robert Ellcombe was with his men near Harrison's Landing Virginia. The Confederate army was on the other side of the narrow strip of land. During the night, Captain Ellicombe heard the moans of a soldier who was severely wounded in the field. Not knowing if it was a Union or Confederate soldier, the Captain decided to risk his life and bring the wounded man back for medical attention. Crawling on his stomach through the gunfire, the Captain reached the stricken soldier and began pulling him toward the encampment. When the Captain finally reached his own lines, he discovered that it was actually a Confederate soldier, but the soldier was dead. The Captain lit a lantern and suddenly caught his breath and went numb with shock. In the dim light he saw the face of the soldier. IT WAS HIS OWN SON!!!! The boy had been studying music in the South when the war had broken out. Without telling his father, the boy had enlisted in the Confederate army. The following morning, heartbroken, the father asked permission to give his son a full military burial despite his enemy status. His request was only partially granted. The Captain had asked if he could have a group of army band members play a funeral dirge for his son at the funeral. The request was denied since the soldier was a Confederate. But, out of respect for the father, they did say they would give him one musician. The Captain chose a bugler to play a series of notes that he had found on a piece of paper in the dead youths uniform pocket. This wish was granted. There are many sites now for descendants wanting to learn of their ancestor Home Child(ren) and one should have the requested information. The plight of the Home Child is one very good reason WHY Canadian census records should be opened. Surnames were changed according to the surname of the "adoptive" family -- only by combining church and census records, is one able to learn which are the natural children. I have had difficulty tracing my GGGrandmother's sisters, as they moved to the United States in 1899 and Barnardo's won't supply any info on them because I am not their "next of kin." I do know however that no inquiry has been made at Barnardo's about either sister, which suggests that their descendants a) are not interested or b) do not know of this part of their past. Actually, the reason I'm writing is I just finished reading Margaret Humphrey's book Empty Cradles...Wow, completely opened my eyes. I was just wondering if there were any way of accessing copies of the documentaries mentioned in the book that were broadcast in Britain, or accessing copies of the newspaper articles written in Nottingham?? I live in Ontario, and there aren't any libraries nearby that would have copies of british newspapers. I was also wondering if anyone knew of a Canadian CBC special on British Home Children?? Someone mentioned to me that they had seen one, but did not remember when?? I am writing an essay for school comparing the different child migration schemes put into action by various British organizations and governments. I have also found quite a few incredibly helpful websites, however if anyone knows of any other sources or sites, I would be very appreciative.
