Copied from the QUEBEC-RESEARCH list Answer by Linda Maitland <lindamaitland@telus.net> Hi Laurent, I'll do my best to explain, paraphrasing and quoting from the book, "The Illustrated History of Canada" edited by Craig Brown, page 127-129. Keeping in mind that Quebec City was founded in 1608 and Montreal in 1642, King Louis XIV of France embarked on a vigorous recruiting program to people New France, as by 1663 there were only 3000 colonists. "One source of new settlers was the Regiment de Carignan, the officers and men sent to defend the settlers from the Iroquois in 1665... Many of the officers and about 400 of the men" settled in New France. These soldiers and the other settlers recruited to New France at this time rarely brought wives with them. "In 1663 men outnumber women two to one", so the Crown recruited female immigrants, les filles du roi, or King's Daughters. "Between 1663 and 1673, about 775 women accepted royal offers of transportation to New France...with the assistance of a royal dowry...ninety per cent of the women found husbands." By 1681 the population was nearly 10,000, and these settlers produced "most of the Francophone population of Canada". Hope this helps. Got down yonder this mornin' and everyone in Household 451 through 486 was gone. Some big shindig goin' on down there. Good thing the folks in 441 could tell me who they all was. Here, reckon you could go over some of the writin' on this here page? Got smeared a bit in the rain. I think you can 'cipher most of it out. Then them folks down in the holler got suspicious over a census. Said, and derned if they had a point, what difference did it make who they was? Was them guvment folks up in Warshington going to come down here to say howdy do? So they finally let me write down they last name and first initial, but I think they wuz havin' a bit of fun with me when they listed who lived in the house. Saw some winkin' goin' on and I believe I got the same house a youngins in two or three places. It been a day, woman. Honey, git that paper out of Johnny's mouth, will ya? I worked all day on that thing, and no call to let him go chewin' it up. Went up the river a piece and tried to get that done 'fore it come a downpour, but run into trouble there, too. Ole Man Jenkins' cur dog run me off and I tell you, ain't no call to get eat up over such a thing as this. They ort to be a limit what a man does for his country. Was lucky a man down the road mostly knew Jenkins was nigh on sixty years old and was living there with his woman and five youngins from his first marriage plus a passel from the second. We give em good Christian names. Best be doin' something 'bout this pen. It give out on me halfway through. See you havin' trouble, too. Johnny! Hand that here, boy! And I tell you I would ruther fight grandpap's British than mess with that feller out on the ridge. He got out his shotgun soon as he seen me comin' and I went t'other direction. Had Jones tell me about him instead, and he didn't rightly know the feller's first name. Said they called him "Squirrel", and it was ok just to put that cause wasn't nobody around here claimin' him no how, and they for sure didn't want the guvment knowin' there was any relationship. That coffee done? Then got over to Smiths, and ole Hoss was in a nervous fit so wasn't no getting information there. His woman havin' another youngin and he looked like he could run right through me when I went to askin' how many youngins he had now. Hightailed it out of there, and Miz Hart helped me straighten that household out. Think we got most of the names straight, and as he has had a youngin a year for the last ten, ages purty close too. Now look what Johnny went and done! I tell you, next time this come around I ain't gonna be no where in sight. Farmin's a heap easier, and I figger they're folks 'round here what can read and write and 'cipher and ain't no good fer nothing else we can spare for this foolishness. SUGGEST THE FOLLOWING BE PRINTED AND SAVED The National Registration File of 1940. revised June 3, 1999 The following is quoted from a letter I received from Mr. Paul Johnson of the Census Pension Searches Unit on March 13, 1999. It explains the whole thing much better than I could ever hope to. The Census Pension Searches Unit was set up to provide information to the person named in the record for historical support of applications for pensions, citizenship, passports and similar situations, where other preferred administrative records are required but no longer exist or were never issued. The Statistics Act, under which census records have been collected since the early 1900s, provides for their protection and permits the release only to the person named in the record. These confidentiality provisions are timeless and remain in effect even after the person is deceased. The National Registration File of 1940 resulted from the compulsory registration of all persons, 16 years of age and older, in the period from 1940 to 1946. This information was originally obtained under the authority of The National Resources Mobilization Act and the War Measures Act, and custody of the records was subsequently given to Statistics Canada, then known as the Dominion Bureau of Statistics. As a result, the National Registration File of 1940 is not subject to the confidentiality provisions of the Statistics Act but is instead covered by the Privacy Act. According to this Act, where a person has been dead for more than 20 years, the information is no longer considered to be personal and could be disclosed. To provide third-party information from the National Registration File of 1940 for genealogical purposes, a standard fee of $48.15 is charged for each search undertaken that is successful in locating the requested record. A search can be undertaken for an individual after the following information or documentation has been provided: - Proof that the individual has been deceased for more than 20 years (A death certificate is preferable. However, any document which indicates the date of death, for example an obituary notice, is acceptable.); - The individual's place of residence during the registration period; and - A cheque or money order in the amount of $48.15 made payable to Statistics Canada. Inquiries should be forwarded to: Mr. Paul Johnson Census Pension Searches Unit Census Operations Division Statistics Canada B1E-34 Jean Talon Building Tunney's Pasture OTTAWA, Ontario Canada K1A 0T6 Genealogical searches are processed at a cost of $45 plus GST, prepaid. The total is $48.15. Should the search fail, this amount will be refunded. There is no charge for searches that are required for purposes other than genealogy. NEW There is a web page for ordering these searches from the internet. I have not used it myself. It is located at: http://www.statcan.ca/english/IPS/Data/93C0006.htm and they say Visa or Mastercard can be used to pay for the search. This is not so. They do not accept credit cards as of Sept. 1998, and it IS necessary to provide the proof of death. In other words send in a cheque and provide proof of death. What is on the Card for Men. Date of Registration, Electoral District, Polling Division, Card.# are across the top, with the form 8 1/2 x 11, wide side at top. The following questions are in two rows, with blanks for answers. It is signed at the bottom by the registered person and the person taking the information. 1. Surname Given Names 2. Permanent postal address (if away from usual residence when filling in card give name of usual residence) Street and number Rural Route and post office Town or City Province 3. Age last birthday Date of Birth Year, month, day 4. Conjugal conditions: Single Married Widowed Divorced 5. (b) Away from home? ------------------------- I personally have ordered a copy of the form for my grandfather. The service was very prompt, and included a photocopy of the original sheet, plus a fresh copy filled in to duplicate his responses. There was also a typed page summarizing his name, residence, date of birth, age, place of birth, date of registration, and year of immigration. A covering letter was also included. It did not answer the questions I had hoped it would, but I can see its' benefit to many genealogists.

    3. Greetings All My thanks to Sheila Ward who forwarded the message below to Muriel Davidson. It serves to bolster what I have said in some of my postings and letters to various government officials, and a couple of letters to the editor that I have written recently -- that public access to Historic Census has been a subject of discussion for the past thirty years. While I had not been aware of the specifics of this article, the Ontario Genealogy Society and the Canada Historical Association had both made representations in the 70's seeking public access to Historic Census records. It is my belief that representations such as these were responsible for the inclusion of regulations attached to the Privacy Act that specifically made reference to allowing records from Census to be transferred to the control of the National Archives 92 years after collection. The Access to Information and Privacy Acts of today both evolved from the same government Bill and were subject of considerable discussion in both Houses and in committees. They were enacted over a period of four years -- 1980 to 1983. The reason for the long period of enactment was to allow the various government departments and officials, and others, time to discover any problems with the acts and allow them to be resolved. We might assume the legislators of the day intended public access to census records and that no one found fault with the regulations allowing this. That regulation still exists today. I find very interesting the reference to the Private Member's Bill presented to Mr. Maine in 1978. On my return home next week I will be spending some more time in the library reading Hansard to find out what happened to this Bill. Happy Hunting. Gordon A. After several minutes of discussion they concluded that she could appeal to Mr. F. MAINE,the M.P for Wellington. Mr. MAINE agreed to pursue the matter even if it meant presenting a Private Member's Bill. The S.G.S. has sent a letter to Mr. MAINE on behalf of all of the S.G.S. members supporting this cause. We would like ' to see our own members send a letter to their own member of Parliament asking for the release of this very valuable Census. We do not feel that the confidentiality of records "in perpetuity" is a valid argument in this day of credit cards, computerization, and accessibility to a credit-rating. P.S. Further to the above, Mr. MAINE presented a Private Member's Bill to the House of Commons on 1 March, 1978, for First Reading. It asked for the release of Census data for the last century. Mr. MAINE entered the Bill in response to concerns expressed by the Ontario Genealogical Society. The S.G.S. has expressed its support."

    1. [CCC] CENSUS is Not A Political Matter -- but Genealogy!

To all:- Many of us are searching for the one or more "missing pieces of our family puzzles" and wonder WHY we have to resort to politicians to hopefully obtain release of the post-1901 Canadian census records. Due to several who misinterpreted various legislation, we have had to rely on politicians presenting Bills, Motions in the Senate and House of Commons. We seemed to be gaining ground -- when the Nov. 27 election was called -- now we start petitions all over again. I spoke to Senator Lorna Milne and she told me she would be honoured to present any number of petitions from the British Home Children group. She remarked that she would give a history at the time of presentation, which would be written in Hansard for permanent record. It does not matter if you are Canadian or Non-Canadian -- either petition will do, both acceptable. However, only Canadians may sign the Canadian one -- either language -- Non-Canadians have their own petition in English only. If census is one way to locate your missing kin, Senator Milne is ready to assist as soon as Parliament re-convenes. She thanks all in advance for the signatures -- and at the same time, the House of Commons petition may be signed by Canadian people ONLY. Looking forward to receiving stacks of mail!!!     3. To all:- On behalf of the committee members of the Canada Census Committee, a sincere Happy New Year is wished for all listers and families. We have come a long way since March 1999, are able to look back on various milestones, e.g. the long-awaited Report of the Expert Panel. We must thank Gordon Watts for this final release -- Gordon filed TWO (2) Access To Information requests -- nothing from the first. As requests must be filled/answered by 90 days, would you believe Gordon heard on Day 89!!! He will give us more re the Report later! An election got in our way - so new Private Member's Bills and petitions must be re-done, the PMBs by Senator Lorna Milne and Murray Calder, MP. GROUPS have become interested in census records release, and we welcome all, regardless of the groups. To date I have yet to receive a Senate petition from Ontario Genealogical Society, especially the Halton-Peel group, of which Senator Milne is a long-time member. When one checks the Scoreboard of the Quebec MPs, it looks like the Atlantic Ocean on a beautiful sunny day! However, this could be changing very shortly, with more than one bilingual committee member. NEWSPAPERS are being contacted -- Letters to the Editor are welcomed. Very possibly, WATERLOO UNIVERSITY may have a large petition -- my only grandson returned there today for his pre-med studies, armed with addresses for petition and scoreboard. He surprised me with one question, "How many sheets of 25 names are allowed on one petition?" You may be certain I told him as many as he could staple together!!! Parliament resumes January 29, 2001 -- this is NOT the deadline for petitions. Senator Lorna Milne likes to do a wee bit of ADVERTISING (for want of a better explanation) prior to presenting her Private Member's Bill. So far she has not given us any date of presentation or number of her PMB, but we will keep all informed. If Senator Milne has petitions, she will mention these -- thus leading up to the actual presentation. LETTERS OF SUPPORT FROM YOUR MEMBER OF PARLIAMENT -- these are great, if on letterhead. Please contact me re subject and tone of letter then I will tell you what to do with the letter. Gordon Watts likes to add something on the MPs Message board - either Lorna or Murray would be able to use the signed letters as proof of support from the House. YOUR MEMBER OF PARLIAMENT? Many may not have one -- if you did not vote, federally, with voting average about 30%. You are very welcome to write to any MP -- and after all, he/she will not know you were unable to vote, due to illness, work, etc. Gordon Watts will be home by Jan. 7, 2001 -- the front page of the petition has to have some changes, LINKS have to be made, UPDATES to numbers of those with YES, NO, FENCE or ???? Should anyone find problems with e-mail addresses of Members of Parliament please notify us. Canada. Having had a peek at the topics and lecturers, I am impressed. Among the keynote speakers is Dick Eastman, director of Gentech and manager of the Genealogy Forum of Compuserve. Wendy Anderson, an authority on British records will be flying in from Cambridge, England. Rick Roberts, who many will recognize as the editor of the Canada Global Gazette on-line newsletter will be talking about computer software. Peter Murphy, recipient of Canada's Governor General's award for his thesis on Irish Immigrant children and Nova Scotia historian Allen Robertson will be speaking. Besides the lectures there are expert panels, computer labs, family history displays. The Provincial Archives will also participate, bringing some of their records to the Conference. The four day event is a unique opportunity to meet others sharing an interest in Maritime roots, learn a little bit and enjoy some down east hospitality. The Liverpool I came from, also on the Mersey River, is in Queens County, Nova Scotia. The relationship does not end there!! James MacKenzie Davis, Liverpool, England, s.o. John Davis and Lady Jane MacKenzie, Scotland, married my gr.gr.grandmother Eliza Conrad from Blueberry, now West Berlin, near Liverpool, Nova Scotia. [Lady Jane will not even be found in DeBrett's Defunct Peerage - she married a commoner!] As John Davis owned a fleet of sailing vessels, I have wondered IF any of his ships carried British Home Children from Liverpool across to Canada. I have no record of the names of his vessels, but I understand he had about 10. Muriel M.
