    1. [CCC] Post-1901 Census -- Committee for Bill S-13
    2. Muriel M. Davidson
    3. Hello Beth:- I got ahead of Gordon and checked out the areas represented by committee members. However, we must remember to send letters to the committee head, and then we could copy in members of the committee. As for the 93 associate members -- they likely picked up Liberal MPs from across the country -- there are certain ones that I hope are on the list. The address for the committee is as follows:- House Standing Committee on Industry, Science and Technology House of Commons 180, rue Wellington Street, Room / pièce 671 OTTAWA, Ontario K1A 0A6 Attn: Jean-François Pagé, Clerk EMail : [email protected] Telephone : (613) 947-1971 Fax : (613) 943-0307 My system is to check the scoreboard -- pick out the LIBERAL MPs, read what is on the personal message board re support, and contact all of them. Members of Canadian Alliance seem to be in a rut -- stuck in low gear -- possibly do not know the value of amendments. Muriel ----- Original Message ----- From: <[email protected]> To: <[email protected]> Sent: Friday, June 06, 2003 7:29 AM Subject: Re: [CCC] Post-1901 Census -- Committee for Bill S-13 Sorry Muriel (and others) I don't know what happened, all I did was hit reply, and then it went right off without waiting for me to type. 1. [CCC] Canadian Copyright Law retrograde "reforms"
    2. Gordon A. Watts
    3. Greetings All. Forwarded FYI. Gordon ----- Original Message ----- From: "Wallace J.McLean" <[email protected]> To: <[email protected]> Sent: Friday, June 06, 2003 8:07 AM Subject: URGENT: Canadian Copyright Law retrograde "reforms" Mr. Watts: I humbly ask your assistance in mobilizing the Canadian genelogical and family and local historian community to oppose the retrograde copyright term extension currently before the House of Commons. As you will see in the text below, TIME IS OF THE ESSENCE. ================= Begin forwarded message ================= From: [email protected] (Wallace J.McLean) To: [email protected] Subject: URGENT: Canadian Copyright Law retrograde "reforms" Date: Fri, 6 Jun 2003 10:59:15 -0400 (EDT) To all friends of the public domain: This is an urgent appeal to any Canadians interested in the preservation and promotion of a timely transition of copyrighted works into the public domain. The heirs of Lucy Maud Montgomery, author of the Anne of Green Gables books, have successfully lobbied Sheila Copps, Minister of Heritage, for favourable changes to the Copyright Act in Canada. These changes concern the transition to the public domain of unpublished works. In this particular instance, the heirs are concerned about unpublished LMM works which would, without this amendment, come into the public domain at the end of this year. Lucy Maud Montgomery is playing Walt Disney to the Parliament of Canada. The amendments provide another 14 years of copyright protection to the previously unpublished works of authors who died between 1930 1949. Perversely, there is a disincentive to publish built into this provision: unpublished works will retain protection until 2017 UNLESS they are published sometime before December 31 2017, in which case they receive another 20 years of copyright protection. The longer a copyright owner of this class of works waits to publish, the longer they can enjoy copyright protection, potentially up until 2037. This will effectively give protection of between "Life+87 to Life+107 years" for a small number of holders of potentially very valuable copyrights, while restricting access to reams of historically important material that is of no commercial value to heirs - many of whom won't even realize they "own" the copyright to it. This measure will seriously impede the legitimate expectations of a timely transition to the public domain, and will inhibit the abilities of academics, genealogists, independent scholars and researchers, publishers, dramatists, broadcasters, and others, to carry out their work, and to create new economic and cultural value out of public domain works. The Copyright Act provisions of Bill C-36 are very bad law. However, this bill is being railroaded through Parliament. It could be through committee as early as next week, and then shepherded through the House and Senate before recess. The membership of the committee is available at (sorry for the wrapping URL): http://www.parl.gc.ca/InfoCom/CommitteeMember.asp?Language=E&Parliament=9&Joint=0&CommitteeID=262 Please write to your Member of Parliament, ESPECIALLY if he or she is a member of this committee(*), asking that the Copyright Act amendments extending the term of protection in unpublished works, be struck from C-36 as it stands. Specifically, ask that s. 21 of Bill C-36 be severed, and considered separately by Parliament at a later date. This will leave the rest of the bill, concerning the reorganization of the National Library and National Archives, intact. Any Canadians interested in organizing to protect the public domain are encouraged to email me at [email protected] (please plain text only without attachments). 3. Rob I was picking apart the PM's speech to show that the census PAST & FUTURE can play an important part in the new centre. I was trying to use his own words to show that him and others that he is FOR the census release just by his own words (whether he realises it or not). I was NOT down grading the centre just stating that more people would be inclined to go there to view the census. From the information at hand so far, it seems that the National Archives will be responsible for the new History Centre (it is also responsible for the Portrait Gallery) which will showcase documents in the Archives collection. The National Archives is also an ally in the fight to open access to the 1911 census and is the department which digitized the 1901 and 1906 censuses and made them available online. Continuing negative reaction to the History Centre may convince the government that heritage spending is controversial and generates bad publicity. That might mean less government money for the Archives, for the digitization of the census, etc, and other worthwhile archival projects. Not guaranteed, but just my thoughts on the matter. Cheers, Rob -----Original Message----- From: Tweetybird [mailto:[email protected]] Sent: Thursday, June 05, 2003 9:09 PM To: [email protected] Subject: [CCC] "History Centre" Article Published May 26, 2003 SOURCE: The website of the Prime Minister of Canada Canadian Prime Minister Announces "History Centre" REMARKS BY PRIME MINISTER JEAN CHRÉTIEN ANNOUNCING THE CANADA HISTORY CENTRE ALONG WITH MY COMMENTS Speech made May 26, 2003, Ottawa, Ontario PRIME MINISTER. I am pleased to welcome you to the Government Conference Centre. This Centre will soon become the site of one of the most important meetings in its history: one between Canadians and their shared past. Together Canadians have built a nation that is strong, prosperous and free. We must know the builders of our nation to sustain what their mind and hearts, their muscles and their blood, have created. P.M. We must find ways for young Canadians to learn what they share, to know what we have done, and to gain pride in their nation's accomplishments. MY RESPONSE: In order for the ordinary Canadian to be able to take pride in his/her family we must be able to have access to the census records of our ancestors. P.M. Our new Portrait Gallery opposite Parliament Hill will tell the stories through art of Aboriginal hunters on the plains, habitants making maple syrup, and Canadians celebrating their achievements. . MY RESPONSE: These treasures are our heritage about our families but only if we know about our families. My husband was placed in foster homes and it was not till he was past 65 that he discovered he was Metis. This was found out by a search of birth records that led to a search of census records for his grand parents. He now has found his roots. P.M. We must once again strengthen the ties that bind us together and the understanding of Canada that we share. Our past must be near us as we move into the future. The Centre will be an interactive meeting place where scholars, students, and visitors will discover how, as North Americans, we created this nation. MY RESPONSE: Yes I agree that people MIGHT go there. A lot more people will certainly make an effort to go if it means that they will be able to search our census records; PAST & FUTURE ONES P.M. Listen carefully and you can hear echoes in this magnificent building. You can hear the echoes of cheering crowds as soldiers returned home from the wars. Echoes of immigrants arriving from Pier 21 in Halifax, some to stay, some to open up the Canadian West. MY RESPONSE: Yes I am old enough to remember the WAR and the troop trains. The Red Cross & Salvation Army people meeting the trains. But you must realize that the census of 1911 is the last record of a lot of our fathers, sons, brothers uncles etc. P.M. The Canada History Centre will bring to life the memories of men and women who, through their ideas, their vision and their actions, inscribed their names on the rolls of our history. MY RESPONSE: This will only show prominent people not the ordinary Canadian. This is where the census comes into play for the Genealogist to find their own family historian. P.M. We have succeeded in blazing a trail, not by playing rough and imposing our will, but rather by clearly demonstrating that cooperation, respect and accommodation are preferable to confrontation. MY RESPONSE: This can very easily be accomplished by removing clause #8 from bill S-13 P.M. That our values are the product of our heritage and history. They are the legacy of our shared past, reflecting the long dialogue and negotiations between Canada's French and British settlers, our Aboriginal peoples, and the generations of immigrants that followed. The new Canada History Centre will open a door to the great wealth of our history and our heritage, making these treasures available to the people of Canada and the rest of the world. Our young people will then have the opportunity to discover the great gifts they have inherited from past generations. MY RESPONSE: Yes they will discover the heritage they got from Canadian history but how about THEIR personal heritage from their ancestors? P.M. They will also have a powerful new resource to help them build on those gifts, and pass them on to those who will follow. MY RESPONSE: I understand this will cost the taxpayer 90 million dollars. The people of Canada will not be to happy about this expense. The new "museum" would be much easier to accept if we can visit this centre to view our past census as well as all the rest to follow. 2. The House suspended debate on Bill C-15 before getting to Bill S-13, then went on to Private Members' Bills (C-205 was one of these) so it seems S-13 will shifted forward to tomorrow. Sally

    2. Paul, Jeff: SEN
    3. Hello again folks: It is now 5:30 and the House of Commons has moved on to private member's business. The opposition decided that they wanted to delay bill C-15 amendments to the Lobbyist Registration Act. As a result Bill Casey from Nova Scotia talked out all of the time for government business today. As soon as S-13 come back to the schedule for a sitting day I will let you know. I will check the website each morning. One thing you should know is that days are set aside far in advance for various bills. There are also bill designated for opposition to choose the issues, as well as "supply" days that are used to examine the government's finances. We may not get back on to the schedule for some time. We will see. As I said, I will keep you posted. Jeff Paul Policy Advisor Office of the Hon. Lorna Milne Ph: (613) 947-9744 Cell: (613) 715-2965
