    3. Hello Lori Ann-- Do not ever underestimate Hazel!!! One of her favorite statements is "Hope they have done their homework!" When I was in Mississauga City Sweet Adelines Chapter, Hazel was an honorary member, travelled with us -- knew all the songs and choreography. When we won -- and we always did -- Hazel would be in the evening show, "strutting her stuff" to delight of the audience.     3. An explanation is in order here. Stella is not blacklisted by the CCC list, nor are the others mentioned. Messages to them from the CCC list have been bounced because of the use of spam filters by their ISP. The reason for the messages being blocked could be as simple as it containing a single word that the filter is set up to reject. The use of spam filters by individuals and various ISPs create all kinds of problems -- particularly for mail lists to which people have subscribed. In many cases IP addresses are automatically added to the filter because the filter itself, or the administrator of it do so arbitrarily without being aware that much of what they block is wanted by those to whom it is addressed. In some instances, bounce messages are directed to the original poster rather than to me as list administrator. There is nothing that I, as list administrator, or you as a poster of a message to the list, can do about this. The only person that can do anything about it is the person to whom the blocked messages are sent. They must complain to their ISP about the blocked messages. Continued blocked messages and the resultant bounce messages create a great deal of unnecessary work for a list administrator. Anyone whose messages from the CCC list are constantly blocked by one of these filters will be removed from the list of subscribers. This is done automatically by parameters set up in the mail list utilities. As much as spam is annoying to everyone, I would encourage everyone to resist the urge to use spam filters. If you personally use a filter on your own PC, please ensure that it is set up to accept mail coming from any mail lists to which you subscribe. Gordon ----- Original Message ----- From: "Muriel M.     3. Hi Millie. You raise a question that many of us would like the answer to. There is an old saying that implies that what action is taken by someone depends upon whose ox is being gored. It is our belief that in refusing to turn control of historic Census records over to the National Archivist Ivan Fellegi does so in violation of the Privacy Act and Regulation 6(d) attached thereto. The problem is trying to get anyone in the government to direct him to obey the law, or charge him with not doing so. Short of the government taking action in this, the second legal action initiated by Lois Sparling is intended to force our Chief Statistician to obey the law. We have hopes that following complaints to the Information Commissioner regarding the refusal of Statistics Canada to release the 1911 records he will see fit to join with us in our legal action. Sometime prior to the October 24 announcement that the government would be bringing down legislation to deal with our concerns (we thought) I sent a message to Industry Minister Allan Rock charging him with directing the Chief Statistician to obey the law and release the 1906 records to the National Archivist. I suggested to Mr. Rock that no government bureaucrat -- no matter how highly placed -- is above the laws of Canada. I never received the courtesy of a response or acknowledgement to my letter. It is now time for me to write a similar letter charging Mr. Rock, as Minister responsible for Statistics Canada, to direct Ivan Fellegi to obey the laws of Canada, and release records of the 1911 Census of Canada to the National Archivist.     3. Hi Bill. S-13 is NOT dead, although there are many who wish that it would be. Unless the current Session is proroqued it WILL be debated when Parliament resumes sitting after the Summer recess. It WILL be debated, and it WILL receive second reading. The only question is WHEN this will happen. While Private Member Bills might 'die' after one hour of debate because they have not been deemed 'votable', the same thing does not happen with a Government Bill. A Government Bill will either be passed, or will be defeated, but it will not 'die'. Should the Liberal Cabinet 'direct' the vote on Bill S-13 it will most certainly be passed -- warts and all. That is why we must do everything we can to ensure that there is a 'free' vote and that amendments we seek are proposed and hopefully passed. I have recently become aware that amendments cannot be proposed during second reading of a Bill. They can only be proposed after second reading -- either during deliberation during Committee proceedings should the Bill be referred to Committee, during the Report stage where the Committee refers the Bill back to the House, or during third reading in the House. Bill S-13 was introduced because the government would not simply direct the Chief Statistician to obey existing legislation in the form of the Privacy Act and Regulation 6(d) that provides that personal information collected by Census would be made available to 'any person or body, for purposes of research' 92 years after collection. They accepted the unprovable 'promise' of never-ending confidentiality made by the Chief Statistician and supported by the Privacy Commissioner. They have chosen to ignore the desire of those who are concerned with the issue that access to these vital records should be unrestricted, as have been 240 years of records up to now 1906. As much as the Chief Statistician has denigraded the concept of retroactively changing legislation from 1905/06, Bill S-13 does exactly this in imposing its restrictions upon the release of the 1911 and 1916 Census records. As much as we wish to see a successful conclusion to our efforts we are happy to see that S-13 has not been rushed through and passed without a thorough debate in the House. This gives us the summer to meet with our elected representative and convince them of the need to remove the conditions and restrictions imposed by Bill S-13 Happy Hunting.     3. To all -- While visiting my husband at Sunnybrook Veteran's Wing in Toronto today, I was asked by the vice-president of the Sunnybrook Resident's Council about the progress of S-13. [This is a well-educated former officer of WWII, computer literate -- only there because he is "missing 2/3 of a leg".] Lloyd ____ (I know the surname) suggested a VETERAN'S petition -- in memory of all veterans killed in service of our country/countries. The names of those killed in WWI are on the 1911 census records. [1910 in United States] He also suggested we contact each of the Prime Ministerial hopefuls -- gain his or her feelings (not thoughts) about the release of OUR records. It was also suggested we not hold our breath while waiting for one to voice support for release! Lloyd's opinion: We may as well forget about this until there is a new Prime Minister.
