William James Penner Plattsburgh - William James Penner, 69, of Bell Road, Plattsburgh, died Monday, Nov. 1, 2004, at his home. He was born in Taftville, Conn., Sept. 16, 1935, the son of William and Sara Marie (Hiebert) Penner. Mr. Penner was a graduate of Bethel College in North Newton, Kan., and received his doctorate from the University of Connecticut. He was a professor at Plattsburgh State University. He has battled failing health for some time and is now at peace. He is survived by a sister, Amy Irene (Penner) Stroud, of Brunswick, Maine. Arrangements are by the Hamilton Funeral Home in Peru.
